Costruito nel 1827, questo palazzo sarebbe dovute essere un tribunale ma venne rapidamente convertito in uffici del comune. Oggi ospita un’ala del Museo della Civiltà Asiatica. Il Palazzo Empress Place è in stile neopalladiano con finestre a graticcio e tetto in tegole di argilla. Gli interni hanno lussuose stanze dai soffitti alti decorate con modanature e stucchi in gesso.
